What is the difference between NET and SET?
National Eligibility Test and State Eligibility Test are different examinations. UGC-NET is being conducted by the National Testing Agency (NTA) from December 2018 in Computer Based Test (CBT) mode. SET is conducted in different states. See here the difference between NET and SET-

Who is NET exam for?
University Grant Commission National Eligibility Test (UGC NET)) is a test to determine the eligibility for Junior Research Fellowship, appointment as Assistant Professor and admission to PhD. This exam is conducted in Indian universities and colleges.
Why is SET Exam conducted?
State Eligibility Test (SET) is a state level examination. It is done in different states. There was a demand by the candidates to be allowed to take the test in their mother tongue, hence this decision was taken. State Governments and Union Territories were given the option to conduct qualifying examinations for lecturership at the state level. The set is conducted in English and local language.
When are these exams held?
NET is held twice a year in June and December, but SET is held only once a year. There are different states conducting SET exam. Like- Himachal Pradesh State Eligibility Test (HPSET), Maharashtra State Eligibility Test (MH SET)Uttarakhand State Eligibility Test (USET) and Gujarat State Eligibility Test (GSET) etc.
