Ajay Jaiswal, Lucknow. To please the people of the state before contesting the assembly elections next year, the Yogi government is going to give importance to social schemes in its tenth budget and also give huge amount of money from the government treasury for development projects.

In the election budget, keeping in mind every section of the society, the government will not only provide huge amount of money through various schemes to make life easier for the youth, women and the elderly, but is also going to increase focus on infrastructure and transportation related projects for developed Uttar Pradesh so that the state can move rapidly towards economic self-reliance.

Since nothing is possible without better law and order, Yogi government can give more than Rs 45 thousand crore to the police department this time to strengthen it under the zero tolerance policy.

Estimated budget of Rs 9 lakh crore

In the estimated budget of about Rs 9 lakh crore for the next financial year 2026-27, the government can keep more than Rs 2.5 lakh crore for development works.

How much money has been allocated for which popular schemes and projects will be clearly known only after Finance Minister Suresh Khanna presents the budget in the House on February 11, but It is clear from the indications received from the recent speeches of Chief Minister Yogi Adityanath and the Finance Minister that the government is not going to hesitate in spending money from the treasury in the election year.

Before contesting the 2022 assembly elections, the Yogi government has fulfilled most of the 130 major promises made to the people of the state through the public welfare manifesto through which BJP had made, but preparations are on to fulfill the remaining resolutions with this budget.

According to sources, in order to fulfill the resolutions, in this budget the government will announce an increase in the pension of old age, widow, destitute women and disabled people from Rs 1,000 to Rs 1,500 per month.

The resolution of giving a scooter will be fulfilled this year

There is also a resolution to make public transport free for women above 60 years of age, but the government may not announce it in the budget but may announce it closer to the elections. The resolution of giving scooties to meritorious girl students is definitely going to be fulfilled this year.

An announcement to increase the honorarium of 1,43,450 Shiksha Mitras can also be made in the budget. Shiksha Mitras are getting an honorarium of Rs 10 thousand per month since 2017, which can be increased to Rs 17 to 20 thousand. For this, a provision of Rs 250 crore can be made in the budget.

This time, the Public Works Department may get more than Rs 42 thousand crore to strengthen the road network across the state. From state highways to city bypasses, village roads, charitable roads, link roads as well as bridges will be built.

In the estimated budget of Rs 45 thousand crore of the Home Department, special funds will be spent to curb cyber crime, purchase of police-PAC and fire service vehicles and construction of buildings.

Under the Zero Fatality Scheme, the government can give Rs 1300 crore to curb accidents, Rs 100 crore to install CCTV cameras on buses and bus stations, and Rs 1200 crore to build bus stops in Gram Panchayat and every development block. Two thousand crore rupees can be available to buy electric-diesel buses.

To improve air travel, Rs 2,000 crore can be given for the construction of all the airstrips including Jewar. The government can also give Rs 500 crore for the Inland Waterways Authority.

Two and a half thousand crore rupees for education

This time Rs 2,500 crore more can be given for basic-secondary education. Basic education can get Rs 81 thousand crores while secondary education can get Rs 25 thousand crores. In the remaining 140 development blocks, Rs 1,000 crore can be given for Kasturba Gandhi Girls School and Rs 300 crore can be given for dilapidated schools.

Rs 500 crore may be available for Dream Skill Lab clusters in secondary schools. The Housing Department may get Rs 8.5 thousand crore for infrastructure facilities in cities. Rs 3500 crore can be available under the Chief Minister Urban Expansion Scheme to develop new townships.

Rs 2,500 crore can be given for the development of Lucknow, Kanpur, Meerut and Mathura-Vrindavan etc authorities and development of infrastructure facilities in urban areas, Rs 500 crore can be given for Lucknow Metro Rail Project and Rs 80 crore can be given for divisional offices in Lucknow, Kanpur, Meerut and Moradabad, Varanasi and Gorakhpur.

In view of the all-round development of the state, the government can provide Rs 2,000 crore for new infrastructure projects under the Accelerated Economic Development Scheme. About Rs 1.5 thousand crore can be given for special schemes of Purvanchal and Rs 500 crore can be given to Bundelkhand.

Preparation to promote sports in these districts

One thousand crore rupees can also be given to promote sports. Along with giving about Rs 20 crore for the establishment of sports colleges in Agra, Mirzapur, Devipatan, Jhansi, Moradabad, Ayodhya, Bareilly and Aligarh, the government can also give more than Rs 42 crore for the construction of sports science lab, gym and sports equipment, books etc. in Major Dhyan Chandra State Sports University of Meerut.

Government can give Rs 350 crore for rural stadium and open gym. Under PM Ajay Yojana, Rs 2,000 crore can also be given in the budget for the development of Scheduled Caste dominated villages. To improve the infrastructure facilities of industrial areas, the government can give a huge amount of Rs 4 thousand crore under the Atal Industrial Infrastructure Mission.

Announcements remained on paper even after receiving the budget

The Public Works Department, which the Chief Minister is responsible for as a departmental minister, was given Rs 37,798 crore from the original budget in the current financial year, but only 40 percent could be spent in 10 months.

Police department has been able to spend only 61 percent of the budget, Revenue 45, Housing 37 percent, Primary Education 53, Social Welfare 58, Forest 46, Transport 34, Infrastructure 21 and Sports Department has been able to spend only 33 percent of the budget. Despite the announcement in the budget, many schemes have not come to fruition.

For example, ‘Rani Lakshmi Bai Scooty Scheme’ was announced in the last budget by giving Rs 400 crore to give scooties to meritorious girl students in higher education but till now it has not been given. North-South Corridor, Kukrail Night Safari, construction of divisional offices etc. also did not progress.

The resolution to establish Maa Annapurna Canteen in the state to provide cheap food to the poor and to provide one employment-self-employment to every family has not been 100 percent fulfilled yet.
