Jagran correspondent, Meerut. A scam of about Rs 14 crore has come to light in the district between 2015 and 2023 by using fake and old stamp papers in the deeds. This scam has been perpetrated by an advocate working as a document writer, who is currently in jail.

Recovery is being made from persons who purchased property under this scam. Although fake stamps were used in the past also, no action is being taken in those cases due to the expiry of the time limit for action.

15 victims had appealed in the High Court against the recovery notices. The court has ordered the concerned authorities to take a decision in this matter after hearing it within three months.

Between 2020 and 2023, a scam worth Rs 7.50 crore was revealed in 999 documents. Recovery has been made from most of these people. On the orders of the Estimates Committee of the Assembly, the stamp papers of the deeds between 2015 and 2020 were verified, in which fake stamps worth Rs 6.39 crore were found in 932 deeds.

Presently the recovery work is being done by sending notices to the buyers of these deeds. Hearing is going on in the Assistant Inspector General Registration, ADM Finance and District Magistrate Court against those who have not deposited the fake stamp amount.

15 victims who had received recovery notices had filed separate petitions in the High Court, seeking quashing of the recovery notices.

These petitions were heard in the court of Justice Vivek Saran. The court has ordered the petitioners to submit representations in the court of the District Magistrate and the concerned registration officers within three weeks.

Also, the concerned officials have been instructed to take decisions on these matters within three months. All the petitioners have submitted their representations as per the order of the court.

Stamp scam was exposed three years ago

This stamp scam was exposed in the year 2023. In the investigation, the deeds done between the years 2020 to 2023 were verified. On the orders of the Estimates Committee of the Assembly, the physical stamp paper attached to the deeds between 2015 and 2020 was also verified.

Some people had petitioned the High Court against the stamp notices. The order has arrived on them. According to this, decisions will be taken in these cases on the basis of merits. Representations from the petitioners have also started being received.
