Transfer of Rs 25.44 lakh crore to states

The Finance Minister told the Lok Sabha that a total of Rs 25.44 lakh crore is estimated to be transferred to the states under tax share and centrally sponsored schemes in Budget 2026-27. This amount is Rs 2.7 lakh crore more than in 2025-26. He rejected the opposition’s allegation that the transfer of resources to the states has been reduced.

A total capital investment of Rs 17.15 lakh crore has been provisioned in Budget 2026-27, which he described as having a 4 times multiplier effect. The Centre’s direct capital expenditure is Rs 12.22 lakh crore, which is 3.1 per cent of GDP and 11.5 per cent higher than last year. After adding transfers to states under various schemes, total capital expenditure comes to 4.4 per cent of GDP. The Finance Minister said that this proves wrong the allegation that development expenditure has been reduced to keep the fiscal deficit at 4.3 percent.

Schemes open to all states

The Finance Minister said that the schemes of the Central Government are open to all the states. If states come up with viable proposals, then projects like Mega Food Park, IT Park, Smart City, Waterways, Allied and Health Service Hub can be established under the parameters of PM Gati Shakti. He said that by developing medical education and treatment facilities in a single campus, India can be promoted as a major center of medical tourism.

Emphasis on education, skills and entrepreneurship

Mega centers integrating education and skilling for the youth will be set up, which can be developed near industrial clusters. Their objective is to prepare students for entrepreneurship.

Focus on agriculture and labour-intensive sectors

The Finance Minister said that the budget has given special attention to labour-intensive sectors and revival of traditional industries. Promotion of high value agricultural and horticultural crops, especially coconut, will benefit one crore farmers.
